To prevent the democratic West arming Ukraine sufficiently so it can decisively defeat the Russian invasion and regain its lost territory, Russian President Vladimir Putin has cryptically threatened to use nuclear weapons. This has successfully intimidated US President Joe Biden who has not given Ukraine the weapons it has requested since the first month of the war. Thus, President Biden has become the first American president to submit to nuclear blackmail. How should nuclear deterrence be pursued in the 21st century so one doesn’t submit to nuclear blackmail?
